What Happened at the September 23 Dysart Council Meeting

On September 23, Dysart Council held a public meeting to review a major planning application for the proposed Algonquin Garden development on Elephant Lake. Residents turned out (in person and online) to share strong concerns about the project’s environmental and community impacts. Here’s a summary of what was discussed and decided.

Elephant Lake Development Proposal, Amendment to the Dysart Official Plan

  • Amendment to the Official Plan to support the development of 25 lots in the Algonquin Gardens proposed Development.
  • key resident concerns:
    • Increased boat traffic & safety on the lake
    • Environmental concerns: wetlands, septic systems, flooding risk
    • Past clear-cutting and unpermitted roadwork by the developer
    • Potential impact on property values and rural character
    • Strain on local infrastructure (roads, landfill, schools, hospital)
  • staff & council responses:
    • Staff: many studies not yet peer reviewed, concerns about rural subdivision development, lots not meeting setback requirements.
    • Council: unanimously voted to deny the official plan amendment, but noted the County of Haliburton will make the final decision on moving ahead with the rest of the development

Other Council Highlights

  • EV Charging Stations Approved: Lakeland Holdings received approval to install two Level 3 charging stations on Maple Ave, at no cost to the municipality.
  • Invasive Species Removal: Council approved $10,000 for manual removal of phragmites from West Guilford Lake.
  • Sewer Connection Fees: Council denied a request to defer payment of sewer connection fees, but agreed to improve communication so residents are better informed in advance.

This meeting highlighted how deeply residents care about our lakes and rural environment, while also pointing to opportunities for sustainable growth like EV charging stations. Council’s decision on Elephant Lake now moves to the County level, where the final say will rest.
